how to install Billionton Bluetooth class 1?

guys...thousands on the net are searching for this...i hav searched n followed a lot of procedures ..but cant get this stupid thing work....the bluetooth icon never turns white,,,its always red

can any1 plz telll me and many others havin d same problem the procedure step by step
