Yes, they did that on 30th June 2008. actually...
But, there are still some laptops (for e.g. Asus Eee) that will sell with WinXP OS for few more years (because it is to weak to berried Vista OS), and they are older, and many or real and still present Laptops and OEMs PC's over market, that are still sell in stores, with again, still bundled WinXP OS, all this at least till the end of this year, or maybe all the way among first quarter of even next year till they sell it all... :-)
Furthermore, some present laptops still offering one great option - You can get it with Vista, but simultaneously with totally legitimate option called "Windows Vista Downgrade Rights", that you can also install MS Win XP OS instead that Vista, but, of course, not both of them in the same time as concerning magic and EULAs :-)
And, of course, on that way and for that specific laptop, you will get Bundled Vista OS and XP OS with this same laptop.
And at the end, you will also get, if your Vista are not Ultimate, an option to Upgrade it to Ultimate and that option is called "Windows Vista Anytime Upgrade", but is not cheap...
